Three edits, one save

That last row matters more than it looks. Rasterising turns readable text into an image of text, invisible to screen readers and to anything that indexes document contents. Reordering pages should never cost you that, and here it does not.

What actually goes wrong with real documents

The jobs this tool exists for are unglamorous and extremely common:

Duplex scans in the wrong sequence. Feeding a stack through a one-sided scanner twice gives you all the fronts followed by all the backs, in reverse. Reordering is the fix.
Blank pages from double-sided scanning. Every blank reverse becomes a page. Delete them and the file shrinks along with the page count.
Sideways pages in a mixed document. A landscape spreadsheet printed into a portrait report reads sideways. Rotate it in place.
Assembly order. Cover page first, appendices last, signature block at the end — the conventions people notice when you get them wrong.

Scope and limits

One file at a time, and the reordering is button-driven rather than drag-and-drop. There is no page-range text box — you work visually with the thumbnails. Two things worth stating plainly: apassword-protected file cannot be opened at all, and a file carrying permission restrictions but no open password will save as an unencrypted copy, so those restrictions do not survive. At least one page must remain, and the save button stays disabled if you delete everything.
